The eligibility rules were the
same as the last two years: anything officially released in (or near)
2001 was allowed, including reissues. The order of voters' top 20
lists did not matter, except---new for this year---voters could
optionally designate one top record, which would be used for breaking
ties (like last year's tie for number 1).
