It appears that I didn't think 20 truly great records came out in 1999, because I'm only opting for a lucky 13 releases. Looking over records I've been enjoying this year, I have to some extent been going back and discovering older releases that I missed the first time around (Mecca Normal, Heavens to Betsy, Spoon, Elliot Smith, Team Dresch).
