The eligibility rules changed a bit this
year: anything officially released in (or near) 1999 was allowed,
including reissues. As you can see, it didn't really affect
the results that much (probably because there's not much consensus
among all the reissues)-- only one reissue cracked the top 20 (Belle
& Sebastian)-- but this way I didn't have to worry about making
special exceptions or convoluting the rules wording to make sense.
